M�T�RIZED VEHICL$ TRANBPORTATION <br />Goal: <br />Roseville should continue to maintain and imprave its network of <br />residential streets. They should be well marked, weli maintained <br />in all seasons, and des3gned with r�sident input. Street standards <br />should be flexible to provide for residential differences. Truck <br />traffic should be carefully controlled and limited to specific <br />commercial areas. Roseville should monitor the State and County <br />highway system within the community to be sure that it is well <br />maintained, attractive, sa���, and provides gaod access to our own <br />commercial and business arEas without intruding into our <br />residential areas. <br />NOTE: One faet of vehicular transportatian is that much of its <br />nature is determined by forces over which the City of Roseville <br />exercises limited contro�. The major routes are state highways <br />passing through Roseville with the majority of the traffic volumes <br />generated outsid� our city. The State regulates the design and <br />operation of these highways. Vehicles and drivers are licensed by <br />the state. The only contro3 the city can exercise is through the <br />enforcement of local traffic laws. Motor vehicle sizes and <br />characteristics, inclnding those for trucks, vans, and buses, are <br />determined by Federal and State regulation. <br />Strategies: <br />Work with state and county agencies on plans for improvement of <br />highways 35W, 36, and Snel.ling Avenue which include appropriate <br />access points, limited expansion, beautification, and <br />reforestation projects together with sound barriers where needed <br />Limit freeway access in residential areas <br />Control truck access to residential areas <br />Request accommodations for pedestrian and bike traffic aver or under <br />major freeways and/or highways <br />Design and redo residential streets with considerable resident input <br />and city flexibility <br />Review the safety issues of surmountable versus barrier curbing on <br />City residential streets <br />Provide an option for dark concrete curbing on residential streets <br />Direct the location and development of businesses generating <br />significant large truck traffic to existing freeway access points <br />Maintain smooth street surfaces, including appropriate elevation <br />of manholes and shut-off valves <br />Promote home work programs (telecommuting) and flex-time sch�duling <br />Install all utilities, and possibly an extra conduit for fiber optics, <br />along residential streets during street improvement projects. <br />Identify, evaluate, and correct problems of congestion in high traffic <br />areas and problems in recurrent accident sites <br />Require that garbage trucks be equipped with tertiary wheels <br />Participate in Ramsey County's plan for the "Functional Consolidation <br />of Roadways" . <br />Explore the use of a�ternative fuels for city vehicles <br />-6- <br />
