<br />Special City Council Meeting -10/31/06 <br />Minutes - Page 5 <br /> <br />2. <br /> <br />Consider Next Steps in the City Manager Search Process <br />A brief discussion was held among Councilmembers regarding the <br />external interview panel; with previous Council majority vote <br />from October 23, 2006 remaining intact regarding those serving <br />on the internal and external interview panels. <br /> <br />Prior to Mr. Brullleaving the meeting, he suggested that the City <br />Council consider psychological testing for only the two top <br />candidates, to make good use of City resources and candidate <br />time, rather than providing that detail of testing and assessment <br />for all six finalists. <br /> <br />Mr. Brull advised that all candidates had been informed of the <br />tentative interview dates to make scheduling less onerous for the <br />City with the remaining process. <br /> <br />Discussion ensued regarding the testing and assessment process; <br />timing; number of candidates to test; costs and detail of testing to <br />be performed; logistics of testing for out-of state candidates <br />versus local candidates; firms under consideration to provide <br />testing, their expertise and scope of services; and types of testing <br />and what portion of that testing would be done in-house by Ms. <br />Bacon. <br /> <br />Mr. Brullleft the meeting at this point. <br /> <br />Ms. Bacon reviewed the City Council's directives from their <br />October 23, 2006 regular Council meeting; and her actions to-date <br />in accordance with those directives. Ms. Bacon discussed <br />executive testing firm services and provided an Exhibit (A) <br />showing their individual scope of services; the City Attorney's <br />legal opinion dated October 26, 2006 (Exhibit B), related to case <br />law and his opinion regarding individual Council interviews <br />remaining public. <br /> <br />Ms. Bacon further discussed the proposed public social for the <br />citizens and commission members to meet candidates (Exhibit C); <br />and a proposed schedule for interviewing and candidate activities <br />(Exhibit D) for November 16 - 17,2006. <br /> <br />Consider Next <br />Steps in the City <br />Manager Search <br />Process <br />
