<br />Special City Council Meeting -10/31/06 <br />Minutes - Page 6 <br /> <br />Ms. Bacon sought Council direction regarding hiring of executive <br />evaluation services; Council finalist interview methodology; <br />format for the public social for the candidates; and the finalist <br />schedule and Council dinner. <br /> <br />Discussion continued regarding evaluation firms and scope of <br />services; logistics for testing out-of-state candidates in a cost- <br />effective manner; expertise of individual firms and prior <br />experience of Councilmembers, staff and the City Attorney and <br />their recommendations; use of additional assessments and <br />evaluations in the decision-making process. <br /> <br />Councilmember Ihlan opined her support for holding off on more <br />testing until the initial round of interviews had been held and <br />Council discussion regarding consensus on final candidates at that <br />time. <br /> <br />Councilmember Pust opined her support for testing of the final <br />two candidates for a more streamlined process. <br /> <br />Councilmember Maschka opined his support for testing following <br />identification of 2-3 candidates following initial interviews. <br /> <br />Mayor Klausing reminded Councilmembers that there may be <br />additional costs for an out-of-state candidate who made the final <br />list, and requiring returning for testing by a local firm. <br /> <br />Councilmember Ihlan questioned at what point references would <br />be checked; and opined her support for checking references in <br />conjunction with the interview process. Councilmember Ihlan <br />further opined her support for reference comments as part of the <br />interview process as a review of their present relationships; and <br />only testing finalists in the most limited scope possible. <br /> <br />Discussion ensued regarding protecting the identity of the <br />candidate pool in relationship to their current employer, and the <br />difficulties with modem technology and media sources and <br />information. <br /> <br />Mayor Klausing sought to clarify Council consensus for direction <br />to staff that interviews would be scheduled with the six finalists; <br />
