<br />Special City Council Meeting -10/31/06 <br />Minutes - Page 9 <br /> <br />that time by Council on testing and the number of candidates to <br />test; recognizing the possible need to send a tester to an out-of- <br />state candidate. <br /> <br />Councilmember Pust noted that most of the firms had noted that <br />they could use technology to perform testing for out-of-state <br />candidates. <br /> <br />Ms. Bacon sought Council consensus for directing her to which <br />testing firm was preferred. <br /> <br />Further discussion ensued regarding scope of services provided by <br />each firm; costs depending on number of candidates being tested; <br />logistics for testing and availability of candidates; and advantages <br />of in person testing versus other interview/testing techniques. <br /> <br />Mayor Klausing sought consensus on number of candidates to test <br />and timing of the testing. <br /> <br />Councilmember Ihlan reiterated her opinion that she didn't think <br />testing was needed at all; however, if deemed necessary by the <br />Council majority following initial interviews, she didn't want the <br />decision-making compressed anymore than already done. <br /> <br />Ms. Bacon noted that testing following the interviews may delay <br />the process by approximately two weeks to facilitate scheduling <br />10 gisti cs. <br /> <br />Councilmember Pust opined that she was flexible; however, noted <br />that logistics may mandate testing of all six candidates at the time <br />of their interviews to avoid additional delays and for providing <br />proper notice; and may save money in the long run. <br /> <br />Mayor Klausing opined his support for testing around interview <br />schedules on Thursday and Friday, November 16 and 17; while <br />recognizing Councilmember Ihlan's opinion. <br /> <br />Councilmember Kough opined his support for interviewing first, <br />then possible testing. <br /> <br />Mayor Klausing noted that there appeared to be Council majority <br />
