CONCLUSION <br />2.2 Household special wastes include items not adequately <br />addressed in the Council's Guide/Policy Plan or in the <br />County's Master Plan. <br />RECOMMENDATZON <br />2.2a Roseville should encourage the Metropolitan Council and <br />Ramsey County ta implemen� a convenient and practical proce- <br />dure for the disposal af household special wastes which a <br />refuse hauler cannot accept. Such wastes include tires, <br />remodeling debris, old hot water heaters, old lawn mowers, <br />furniture, etc. <br />2.2b Roseville should continue to collect such household special <br />wastes, expanded to include tires, at the annual Clean Sweep <br />Day. <br />CONCLUSION: RESIDENTIAL WASTE ABATEMENT <br />3. Compostable yard wastes (grass clippings and leaves) cons�i- <br />tute a hzgh percentage of residential generated wastes and <br />are not we�l suited to the RDF process, nor do they make a <br />suitable refuse dezived fuel. When composted, these <br />materials yield a good soil amendment. <br />RECOMMENDATIONS <br />3a. Roseville should consider expanding its' leaf collection <br />program from once a year to twice a year; e.g. Spring as <br />well as Fall. <br />3b. Roseville should encourage its residents ta prac�ice back- <br />yard composting techniques. <br />3c. Roseville should explQre the implementation of a regularly <br />scheduled curbside collection of residential grass clippings <br />for deiivery to an existing Ramsey County compost site or a <br />site to be established by the Metropo�itan Council. . <br />3d. Rosevi�le shauld encourage residents to minimize the use of <br />fertilizers in order to reduce the amount of grass clippings <br />generated. <br />3e. Roseville should encourage residents to mow more often, <br />thereby producing small�r clippings which can be 1ef� on the <br />lawn. <br />CONCLUSION <br />3.1 Not all residential yard wastes such as brush, branches, and <br />oth�r large, unmanageable woody trimmings decompose under <br />normal composting techniques. <br />33 <br />
