<br />City Council Regular Meeting - 11/27/06 <br />Minutes - Page 10 <br /> <br />Mayor Klausing noted that each of the other commissions had <br />additional vacancies that would provide new candidates to be <br />appointed, while allowing some presumption of reappointment of <br />current commissioners provided they were recommended by the <br />Chair of the commission and their attendance record indicated <br />their continuing interest in serving. <br /> <br />Councilmember Kough concurred with Councilmember Ihlan; <br />noting that there may be others interested in serving on the Police <br />Civil Service Commission other than the incumbent; and that all <br />candidates should apply or reapply and be interviewed prior to <br />their appointment or reappointment. <br /> <br />Councilmember Pust offered the compromise of the "hybrid" used <br />on previous appointments, where current eligible commissioners <br />submitted their applications, but were not re-interviewed in an <br />effort to save time. <br /> <br />Councilmember Maschka concurred, noting that when <br />applications were submitted, if a Councilmember wanted to <br />interview the incumbent, they could request to do so. <br /> <br />Mayor Klausing reiterated the numerous vacancies to be filled; <br />and opined his interest in reappointing eligible commissioners, <br />and opening up applications for other vacancies. Mayor Klausing <br />also sought consensus as to whether to appoint Gary Grefenberg <br />and Dan Kelsey, recent interviewees for a Planning Commission <br />vacancy, and whether there was Council consensus to appoint <br />them, given their previously high ranking among <br />Councilmembers. <br /> <br />Councilmember Pust offered her support of the appointment of <br />Mr. Grefenberg and Mr. Kelsey to the Planning Commission, <br />unless a Councilmember preferred another interview. <br /> <br />Councilmember Ihlan opined her preference for an application <br />from all candidates, whether incumbents or not, but not <br />necessarily interviewing all candidates if she was familiar with <br />them. <br />
