y� <br />�or example, a laok at questions 3(Patrol�ing), 5(Crime U�ctims) and <br />30 (Unsafe Neighborhoods) shows that peop�e in neighborhoods 7, 10 and <br />12 feel somewhat less safe, have a h�gher incidence of crime, and/or <br />feel there �s not enough police patralling in the area. This combin- <br />ation of data indicates a po�entia7 area in wh�ch more extensive community <br />contact may be made. Th�s, in turn, �ay indicate a need to reassign <br />patrol districts or focus on citizen education in these areas. <br />Another area is unreported crime. 4ver one-third of the people who <br />ind�cated they had been crime victims did not report the crime �o the <br />po�ice. This was particular7y true in the higher crime neighborhoods. <br />This again poin�s to a need for community �ducation. <br />In the pol�ce area no specific overall pnlicy actions are indicated. <br />Data does support some specific operational changes� however, and these <br />may be carried out administratively. <br />PUBLIC WORKS <br />As in the police areas,general ratings of services were favorabie. <br />Unlike police several questions concerning desirability of potent�al <br />services are included under the public works area. Following is an <br />anaiysis, by question, of those areas where specific actian or inaction <br />is indicated. <br />Leaf Pickup - a large majority of users of this service believe the <br />service Ts a good fdea and should be left as is, with pickup both in <br />�he spring and fa11. Any action to�change this pragram at this time i5 <br />not supported by the data. <br />Water Quali�y - A large proportion of people believe there is a prob7em <br />with water quality with regard to certain water bodies that can be <br />identified from the data. It is be7ieved, however, that some con�usion <br />may exist as to the use af any par�icular body of water and people are <br />rating certain bodies of water poorly when, in fact, they are meant to be <br />simply a storm water runoff area. A strong plan which identifies the <br />�ses and proble�s of each body of water and is communicated to the public <br />is indicated. <br />Lawn Fertiiizers - A general �eelfng that fertilizers cause wa�er <br />quality prob7ems is apparent, more so among �hose cioser to lakes and <br />possibly r�ore informed on th�se issues. A large majority are not in <br />favor of banning the use of fertiliz�r, however, and a program of public <br />education on the use of fertilizers may be indicated. <br />Road and Starm Sewer Condi�ions - Opinion is generally favorab7e <br />indicating that the policy of upgrading services aniy on a petition <br />basis is achieving reasonab7e results and should be continued. <br />Street Lighting - While the question of satisfaction with street ligh�ing <br />was not specifica7ly addressed, the question of safety when wa7king at <br />night does have some relevance to the issue. Street lighting and safety <br />are related. A more pro-active policy and program designed tQ find areas <br />where lighting might be installed or existing lighting converted to more <br />efficient sodium 7ights may be indicated. <br />
