Commissioner McKenzie suggested a lunch meeting with area Police <br />Chiefs to review ideas and present what the HRC hoped to accomplish, rather than being too <br />aggressrve. <br />Further discussion was scheduled for the March meeting. <br />Housing Ordinance <br />Commissioner Venters distributed draft language, prcpared from a California madel and edited <br />with Commissioner McKenzie, of a proposed City ordinance that wauld prohibit a landlord from <br />seeking immigration status on current or potential tenants. Commissioner Venters sought <br />comment from the HRC prior to presenting the dxaft to the City Aitorney for review and <br />comment. <br />Commissioner McGehee also distributed a draft she'd prepared. <br />112 Discussion included the potential Ieadership of the City of Roseville in considering such an <br />113 ordinance along with possible publicity; discussion at a state level in seeking support for such an <br />l 14 ordinance; incentives for enforcement; protection intents for landlords; existence of complaints <br />15 or perceived violations to-date; related problems, sometimes due to language issues; and <br />116 rationale for Commissioner McGehee's adrninistrative fine amounts. <br />117 <br />118 Ciry Manager Malinen sought clarification from the HRC on the problem they were attempling <br />119 to correct and whether it was a real, perccived or potential problem in Roseville. <br />120 <br />121 Commissioner Venters, while noting he was unaware of any cornplaints, referenced discussions <br />122 held during the Imagine Roseville 2025 conn�m.unity visioning process and attempts to engage <br />123 different citizens and lo make Roseville a more welcoming place. Cominissioner Venters said <br />124 the ordinance could serve as a substantive step for the City Council and could indicate what <br />125 Roseville stood for. <br />126 <br />127 <br />128 <br />129 <br />130 <br />131 <br />132 <br />133 <br />134 <br />135 <br />136 <br />37 <br />Commissioner McGehee said that if an ordinance was in place there nceded to be consequences <br />for violating the ordinance thus her inclusion of administrative �nes. <br />Discussion included status of rental registrations andJor licensing in the City; community <br />resistance to a rental licensure program; code enforcement for rental property; cycling of <br />deteriorating properties and overall impacts to the community; and language of the ordinance <br />itself and potential redundancies. <br />Commissioner McGehee spoke in support of eliminating the initial paragraph from <br />Commissioner Venters' draft ordinance to eliminate redundancy. <br />
