1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />Roseville Human Rights Commission <br />Meeting Minotes — September 09, 200$ <br />Page 3 of 7 <br />City Manager Malinen suggested that since the thetne is one of welcome the event be tied to the <br />Imcagine Roseville 2025 visioning process; where the goal and strategy addressed the <br />community's interest in becoming more of a welcoming community. <br />Commissioner McGehee suggested the theme be a part of the introductory comments. <br />o Questions to the Panel {in breakout sessions in "village" discussions with a <br />panelist and an HRC Commissioner at each table}: Commissioner McKenzic <br />advised that questions for the panei were being re�'ined; the proposed questions, in <br />draft form: <br />1) In what ways do you f'eel welcome and at home in Roseville? <br />2) What are the customs in your culture regarding personal space, communication, <br />male/female roles? <br />3) i�hat does it mean to you to be a good neighbor? <br />17 o Commitment to Action (evaluation): At the end of the evening, each participant <br />18 will be asked to fi11 out an evaluatioa of the evening, with each addressed to <br />19 themselves and sealed to be mailed back to them in 4-6 weeks. <br />20 <br />21 Further discussion ensued regarding logistics; mailing expenses (by the City) fox evaluations; the <br />22 need to complete the mailing list to get the invitations on lcttcnc�ad; and advertising in the <br />23 Roseville Review to promote the event. <br />24 <br />25 <br />2G <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />3b <br />37 <br />38 <br />39 <br />40 <br />41 <br />42 <br />43 <br />4� <br />Welcaming Center <br />Commissioner Oftelie had nothing new to report at this time. <br />Civilian Review Board for the Police Department <br />Commissioner Singleton asked that the item be tabled until the next meeting in order for him to <br />provide information for review. <br />Uiscussion ensued regarding the purpose of a Civiiian Review Board versus Roseville's Civil <br />Service Commission, with the former investigating complaints between police officers and <br />citizens and making recommendation to the Police Chief for a final decision; and the latter <br />providing oversight for testing and ranking of police officers for hire, and any appeals by officers <br />to disciplinary action, and operated under State Statute, and adopted by referencc in City Code. <br />Commissioner Singleton asked City Manager Malinen's whether there was a need for a Police <br />De�artment Civilian Review Board. <br />City Manager Malinen said he had fielded few complaints from ciiirens. He wasn't convinced <br />such a Board was necessary; hawever, he expressed his respect for the HRC's interest in <br />considering it and supported the process, their analysis, and their determination. <br />
