Commissioner Higbee opined the need to ensure higher attendance through speakers and topics that are weil known. Commissioner Venters suggested e�tilizing local legislators in ihe process to hear the perspective of youth on issues. 18 Further discussion included budget irnpacts; potential use of existing theater graups (i.e., 19 bullying); and possibly using the Rose Parade and July 4�h in the Park as opporiunities to becomc 20 more visible in fhe cornmunity and with youth. 2I 22 Discussion was held on Commissioner Higbee's continued service or replacement on the HRC at 23 the end of his term; the lack af i�nvolvement and attendance of Commissioner Keeney; 24 application of former Commission.er Thelma McKenzie; addition of a youth commissioner; 25 debate on the number of commissioners with City Manager Malinen verifying from City Codc 26 the limit of seven cotnmissioners with a youth commissioner serving as ex-officio; and possibly 27 meeting with the Roseville School Superintenden#. 28 29 Commissioner Higbee expressed his willingness to continue serving until replaced. 30 3I Meeting wit� the Roseville Superintendent 32 Discussion included achievement gaps among African American boys; recent issues including 33 use of a taser; rape of a Special Education student; exisfience of gangs and identified areas of the 34 RAIIS as"Hmang Mountain," and "Blacic Alley," and lack of dialogue bctween the school and 35 City. 36 37 38 39 aa 41 42 43 44 45 46 City Manager Malinen suggested the HRC cantact the RAHS Liaison Officer. Chair Delmore volunteered, with the assistance of Carolyn Curti, to schedule a preliminary meeting wiih the Roseville School Superintendent, and several HRC Commissioners, perhaps with a breakfast meeting to better aecommodatc various schedules.
