B�AS / HATE CRIME RESPONSE AND PREVENTION PLAN <br />(Draft 4.13.Q4) <br />Purpose <br />The purposes of this plan are: <br />• To establish a procedure for appropriate and timely local response to bias/hate crimes <br />or incidents, shawing strong community support for the victim and zero community <br />toterance for bias/hate crimes that occur within the boundaries af the City of <br />Roseville; <br />• To raise awareness of this issue within the community; <br />• To establish a network of community resources tt�at can be acri�ated as needed. <br />It is not tiie role of the RoseviIle Human Rights Commission (RHRC) to investigate such <br />crimes. Rather, it provides or coordinates support to victims of such crimes and <br />leadershin in the community in the prevention of bias and hate crimes through education <br />and collaborative_comn:unitv action against prejudice and bigotry. <br />Hate Crime De�ned <br />A hate crime, as de£'�ned by criminal statute (Minnesota Statute Section G09.2231, Subd. <br />4), is a criminal act committed against a person, institution, or property, of which the <br />primary motivation is the victim's afftliation with a protected class. This includes such <br />cniminal acts as arson, assault, vandalism, threats, harassment, and physical acts of <br />violence_ State Zaw established the following protected classes: race, color, religio�:, <br />gender, sexual orientation, age, disability, and national origin. The law aliows far the <br />perception of either the victim or the police officer regarding the bias motivation of the <br />crime to cause it to be categorized as a hate crime. �3ate crimes are different from <br />discriminarion cornplaint�«�l�ich are civi! rather than cri.minal mauers_ <br />Partnership <br />In order to provide timely, meaningful support to victims of bias/hate crimes, the <br />Commission m�st partner with the citizens and organizations in tSie community.
