Councilmember Kough spoke in opposition to the motion if voted on in its entirety. Councilmember Pust referenced the correspondence from City Attorneys dated December 13, 2006, and based her support of the motion on their language. Mayor Klausing spoke in support of the motion; opining that this would put the City in the best legal position, based on advice of legal counsel, to protect the taxpayers and citizens ofRoseville. Roll Call Ayes: Pust; Maschka and Klausing. Nays: Ihlan and Kough. Motion carried. 10. Consider Skating Center Concept Plans Parks and Recreation Director Lonnie Brokke noted the May 20, 2006 State Bonding Bill that included $500,000 for general improvements/enhancements to the Guidant John Rose Minnesota OVAL; with the projects identified as the south building entryway improvements and renovation to bathroom facilities near the banquet area. Mr. Brokke further noted that, on September 25, 2006, the City Council authorized an agreement with Busch Architects, Inc. for professional architectural/engineering services for the identified projects. Mr. Brokke noted that two public input meetings with the Skating Center Advisory Committee, a meeting with the Parks and Recreation Commission to fonnulate the concept plan, and additional public input from user groups had been held. Mr. Brokke noted the themes and goals identified were to improve facility circulation; to improve safety; and to improve the overall functional use ofthe facility. Kevin Busch, Busch Architects, Inc., was introduced and provided detailed concept plans for Council consideration and comment. Consider Skating Center Concept Plans
