<br />City Council Regular Meeting - 12/18/06 <br />Minutes - Page 24 <br /> <br />terminate condemnation proceedings, and further opmmg that <br />such action was premature and that the City was in this difficult <br />situation due to previous Council majority action. <br /> <br />Councilmember Kough spoke in opposition to the motion if voted <br />on in its entirety. <br /> <br />Councilmember Pust referenced the correspondence from City <br />Attorneys dated December 13, 2006, and based her support of the <br />motion on their language. <br /> <br />Mayor Klausing spoke in support of the motion; opining that this <br />would put the City in the best legal position, based on advice of <br />legal counsel, to protect the taxpayers and citizens ofRoseville. <br /> <br />Roll Call <br />Ayes: Pust; Maschka and Klausing. <br />Nays: Ihlan and Kough. <br />Motion carried. <br /> <br />10. <br /> <br />Consider Skating Center Concept Plans <br />Parks and Recreation Director Lonnie Brokke noted the May 20, <br />2006 State Bonding Bill that included $500,000 for general <br />improvements/enhancements to the Guidant John Rose Minnesota <br />OVAL; with the projects identified as the south building entryway <br />improvements and renovation to bathroom facilities near the <br />banquet area. <br /> <br />Mr. Brokke further noted that, on September 25, 2006, the City <br />Council authorized an agreement with Busch Architects, Inc. for <br />professional architectural/engineering services for the identified <br />projects. Mr. Brokke noted that two public input meetings with <br />the Skating Center Advisory Committee, a meeting with the Parks <br />and Recreation Commission to fonnulate the concept plan, and <br />additional public input from user groups had been held. Mr. <br />Brokke noted the themes and goals identified were to improve <br />facility circulation; to improve safety; and to improve the overall <br />functional use ofthe facility. <br /> <br />Kevin Busch, Busch Architects, Inc., was introduced and provided <br />detailed concept plans for Council consideration and comment. <br /> <br />Consider <br />Skating Center <br />Concept Plans <br />
