City Council Regular Meeting - 12/18/06 Minutes - Page 29 13. 2007 Budget 2007 Budget 13.a Approve 2007 City Budget and Tax Levy Interim City Manager and Finance Director Chris Miller reviewed the proposed budget and tax levy, as preliminarily adopted on September 11, 2006; and revisions after further Council discussion, as detailed in the staff report dated December 18,2006. Resolution 10462 Tax Levy Resolution 10463 2007 Budget Resolution 10464 Mr. Miller noted that the proposed Budget called for a Approved Tax property tax levy of $11,728,360, and increase of $558,495 Levy for 2007 or 5%, an increase above inflation for the following Bonded Debt reasons: 1) The desire to eliminate the use of cash reserves (i.e., savings) to pay for ongoing operational costs; amounting to $128,000, or a levy increase of approximately 1 %. 2) The desire to strengthen the City's asset replacement funding mechanisms to ensure that the City's assets are replaced at the end of their useful lives; amounting to $111,000, or a levy increase of approximately 1 %. 3) The desire to set aside additional monies for items that were not included in the original City Manager Recommended Budget, but have been identified as a core need; amounting to $58,000, or a levy increase of approximately 0.5%. Public Comments Fred Rusche, 1761 Alameda Mr. Rusche cited the rising criminal element; the City's expectations and reliance, and quick response times, for first responders and emergency personnel; and encouraged the City Council's highest level of support for the Fire and Police Departments in the Budget. Mayor Klausing noted his recommendation from previous City Council discussions to include an additional $30,000 for firefighter pay increases; and $28,000 for firefighter turnout gear replacement.
