<br />City Council Regular Meeting - 12/18/06 <br />Minutes - Page 29 <br /> <br />13. 2007 Budget <br /> <br />2007 Budget <br /> <br />13.a <br /> <br />Approve 2007 City Budget and Tax Levy <br />Interim City Manager and Finance Director Chris Miller <br />reviewed the proposed budget and tax levy, as <br />preliminarily adopted on September 11, 2006; and <br />revisions after further Council discussion, as detailed in the <br />staff report dated December 18,2006. <br /> <br />Resolution 10462 <br />Tax Levy <br /> <br />Resolution 10463 <br />2007 Budget <br /> <br />Resolution 10464 <br />Mr. Miller noted that the proposed Budget called for a Approved Tax <br />property tax levy of $11,728,360, and increase of $558,495 Levy for 2007 <br />or 5%, an increase above inflation for the following Bonded Debt <br />reasons: <br />1) The desire to eliminate the use of cash reserves (i.e., <br />savings) to pay for ongoing operational costs; <br />amounting to $128,000, or a levy increase of <br />approximately 1 %. <br />2) The desire to strengthen the City's asset replacement <br />funding mechanisms to ensure that the City's assets <br />are replaced at the end of their useful lives; <br />amounting to $111,000, or a levy increase of <br />approximately 1 %. <br />3) The desire to set aside additional monies for items <br />that were not included in the original City Manager <br />Recommended Budget, but have been identified as a <br />core need; amounting to $58,000, or a levy increase <br />of approximately 0.5%. <br /> <br />Public Comments <br />Fred Rusche, 1761 Alameda <br />Mr. Rusche cited the rising criminal element; the City's <br />expectations and reliance, and quick response times, for <br />first responders and emergency personnel; and encouraged <br />the City Council's highest level of support for the Fire and <br />Police Departments in the Budget. <br /> <br />Mayor Klausing noted his recommendation from previous <br />City Council discussions to include an additional $30,000 <br />for firefighter pay increases; and $28,000 for firefighter <br />turnout gear replacement.
