<br />City Council Study Session - <br />01122/07 Minutes - Page 9 <br /> <br />those employees and ongoing turnover; and addressed the <br />different bidding process used for supplemental and occasional <br />cleaning (i.e., carpet cleaning and window cleaning). <br /> <br />Mr. Schwartz advised that staff had deliberately not included <br />carpet and/or window cleaning in the basic contract with <br />Marsden, as the City received better prices by bidding those <br />competitive jobs as needed. <br /> <br />Discussion included cost saving perceptions and actualities; <br />union labor with Marsden; financial benefits for not going out for <br />bid at this time and the comparisons from other providers to <br />Marsden via staff survey of major providers; and stafP s ability to <br />have the provider replace any staff that is not providing the level <br />of expected service. <br /> <br />Staff was directed to return to the January 29, 2007 regular City <br />Council meeting for Council consideration of the Marsden <br />contract extension. <br /> <br />6. <br /> <br />Discuss Federal and Regional Pathway Grant Opportunities <br />Engineering and Public Works Director Duane Schwartz advised <br />that staff had identified more than the usual number of <br />opportunities for grant solicitation processes; and proceeded to <br />review those opportunities identified to-date. <br /> <br />Grant opportunities included: Safe Routes to Schools; Minnesota <br />DNR Trail Grant Categories; Minneapolis Federal Pilot Project; <br />and Federal SAFETEA; with Mr. Schwartz identifying potential <br />project areas and grant filing deadlines. <br /> <br />Potential project areas included County Road B-2 sidewalk; and <br />areas that would fill gaps identified by a school district study <br />currently in-process. <br /> <br />Discussion included how to address issues for roads identified by <br />Ramsey County for mill and overlay, not reconstruction; <br />projected early turnback of County Road B-2 from Ramsey <br />County and the road's condition; proposed costs of County Road <br />B-2 reconstruction; and federal standards for pathway <br />construction and engineering considerations; drainage concerns <br /> <br />Federal and <br />Regional Pathway <br />Grant <br />Opportunities <br />
