Station Location, Apparatus, and Staffing Analysis <br />Roseville, MN <br />ANALYSIS OF STATIONS, APPARATUS, AND STAFFTNG <br />In January 2008, the City of Roseville requested a proposal for professional services to <br />assist with an analysis and recommendations for the number and location of the city's fre <br />stations as well as recommendations for the appropriate level of on-duty staffing to meet service <br />demands. TriData, a division of System Planning Corporation, located in Arlington, Virginia was <br />selected to conduct this study. Central to the study was an analysis to deternune how the city's <br />fu-e and emergency medical services should be deployed to best accommodate service dernands. <br />The City of Roseville was established in 19�48, as a strategically located first-ring suburb, <br />between the cities of Minneapolis and Saint Paul. Roseville's population and commercial <br />development grew dramatically during the 1950s and 19bOs. The city turned its focus from <br />planning to redevelopment and preservation. Today, Roseville is home for a permanent <br />population of 35,000 within the 13.8 squarc rnile city limits. Roseville also contains more than <br />5,500 businesses that employ 35,000 people. With the visitors to area shopping centers, the <br />daytime populations can approach 100,000. <br />Roseville has two major freeways within the city litnits. Highway 3b runs east-west <br />through the center of the city. Interstate 35W runs north-south on the west side of the city. Both <br />are majvr traffic arteries for the twin-cities metropoJatan area. <br />Roseville has five lakes in the city {Bennet, Josephine, Langton, McCarrons and <br />4wasso), including two that have public waler accesses. Two of the lakes, Josephine and <br />McCarrons, are among the busicst public beaches in Ramsey County. There are also 12 other <br />sizeable bodies of water in the city. All of these are included in the fire department's public <br />safety response to water emergencies. <br />There are two active railroad lines in the city; one running east-wcst through the city and <br />the other north-south on the west side of the city. Runway approaches for the Saint Paul <br />Regional Airport and the Minneapolis—Saint Paul International Auport are over the City of <br />Roseville. <br />The west side of town hosts two major petroleum bulk-storage facilities. Forty-seven <br />tanks situated on two farms contain 2.4 million barrels of gasoline, fuel oil, ethanol, and jet fuel. <br />Additionally, more than 300 fuel tanker trucks are loadcd and driven through the streets of <br />Roseville daily. Past events have included rnajor fires at the loading racks at the tank farm and <br />fires/hazmat spills that resulted from motor vehicle accidents on the roadway involving tanker <br />trucks.
