AP 2.15 Key department officers shall establish and maintain office hours to improve <br />iheir access to staff. PRIOR�TY 4. <br />Empowerment of inembers <br />Empowerment is a transfer of authority and responsibility to members for making, <br />enacting, and justifying {independcnt) decisions, within the guidelines of the Roseville <br />Fire Department. These actions are done without fear of reprisal to successfully perform <br />their respective assignments. The following questions serve to guide the empower�nent <br />process: <br />+ Is it the right thing for the customer? <br />• Is it the right thing for our department? <br />• Is it legal, ethical, and nice? <br />• Is it safe? <br />• Is it on your organizational level? <br />• Is it something you are willing to be accountable for? <br />• Is it consisteni wilh our department's values and policies? <br />If the answer is yes to all of thcsc questions, don't ask for permission, you are <br />empowered! JUST DO IT! <br />The Roseville Fire Departmcnt wants to have empowered rnembers that provide excellent <br />service to all the customcrs we serve. The department has gone through an era where <br />members werc discouraged from utilizing their decision-rnaking power through subtle <br />and sometimes overt upper-management decisions. Divergent approaches using znicro- <br />managemcnt and/or laissez-faire management have led iQ the feeling arr�ong some <br />members that they are not empovvered. Our community directly benefits when <br />empowered members make decisions immediately rather than after successfully <br />negotiating layers of approvals. Authority must be given to members who are responsible <br />and accounta.ble for their duties. The administration must contin�e to carry the message <br />that our members have the authority and responsibilily to perform their duties. <br />Obj ectives <br />• Continue to develop and izxaplement programs to educate members on the merits <br />of empowerment and encourage members to practice organizational <br />empowerment. <br />• Develop and implement programs to identify, recognize, and reward progress in <br />the empowerment of our members. <br />• Develop and implement creativc solutions for those issues that impede the <br />empowerment of our mcmbcrs. <br />15 <br />
