They serve <br />more than 75 Minnesota communi- <br />ties, both in and outside the metro <br />area. 1'hey havc bee� Roseville's <br />e�nergency provider since the <br />mid-1980's. Thcir standard for scrv- <br />ice is response time of less than 11 <br />minutes, 90`Io of the time. In the six <br />n�onth period from S/]./02 to <br />1/31 /03, Allina ans�vcred 1,184 <br />calls in Roseville (2,398 emergency <br />responses in 2UO2). Average <br />response time in Roscville is 6.9 <br />minutes during that six cnonth peri- <br />od, and 7 minutes, 35 scconds in all <br />of 2002_ "Shaving secotids" is con- <br />sidcred dangerous and is nat con- <br />doned. They use no laxpayer dol- <br />lars, ax�d if there is no trai�sport, <br />lhere are no charges. Our posting <br />sitc (location of the nearest ambu- <br />lancc) is at the Blue Fox on <br />L�xington in Arden Hills. Posting <br />sites can be adjusted every b <br />months (the next one is in May), <br />bul emcrgcncy vehicles will be <br />"roaming" a1l the time. Allina pro- <br />vides ALS (Advanced Life Support) <br />for a11911 calls. The life of an <br />ambulance vchicle is about 4 ycars <br />and 150,000 miles. We received <br />response time iists from Allina for <br />Hennepin County EMS and for all <br />the communities that Allina serves. <br />All three people from Allina seemed <br />more than willing to consider sug- <br />gestions to ent�ance tt�eir service to <br />Roseville. This is similar to Richfield, <br />St. Louis Park, Golden Valley <br />and l�opkins. The number of <br />children in Roseville declined <br />by i 6°Io from 1990 - 2U40 and <br />families (two parents} with chil- <br />dren declined by 5°ln. Today, <br />less than 13% of the households <br />have children with two parenls. <br />Roseville also has the second <br />lowest populaLion per house- <br />hold at less than 2.2 residents <br />(only St. Louis Park is less). <br />2. Of all the age <br />groups, nearly fi8°Io oI thc <br />young workers from 25 through <br />441eave the rental housing <br />communi .ty permanently. <br />Converscly only 22°Io uf this <br />same age group is retaincd in <br />the commm�ity_ This points out <br />that Roscville is a "starting <br />poinL" but not a"landing point" <br />for young fa►nilies because of <br />unavailability of wark forcc <br />owner-occupied, single family <br />detached housing. <br />From 2000 to 2020, thc under <br />25 age householder group will <br />remain stable at 4�Io of thc pop- <br />ulation; the 25 to 34 ycar olds <br />will decline from 15% to 12%� <br />of thc populatian; the 35 to 44 <br />year olds will decline from 17°�n <br />to 12%�; and the 45 to 54 ycaa- <br />olds will decline from 19% to <br />14°Io.
