Roseville City Council
Minutes of 1/29/07 Pg 18 of 38
holder reach an agreement on the date for the one-day suspension; that the
Police Chiefbe directed to hold discussions with the Green Mill for a date,
while retaining her authority to choose the date; and that staff is directed to
make reimbursement of the $500 already paid by the Green Mill to charity,
upon passage of any appeal time for the final decision being made by the
City Council at this meeting.

Roll Call
Ayes: Roe; Kough; Pust; Ihlan and Klausing.
Nays: None

10. Consider Re-Appointments to Planning Commission
Mayor Klausing reviewed the current policy (Resolution 10266) indicating a
two-tier process for reappointment/appointment of Commissioners.

Pust moved, Roe seconded, approval of the reappointment of Commission-
ers Daniel Boerigter and Jim Doherty to serve respectively for three year
terms through March 31, 2010, pursuant to current policy regarding reap-
pointment of Commission members.

Councilmember Kough spoke in opposition to the motion, noted his inclu-
sion of one of the candidates in his four (4) individuals selected for vacan-
cies on the Planning Commission; his not being able to interview Mr.
Boerigter and Mr. Doherty, as they filled unexpired terms originally; and his
lack of support for voting for someone he had not had an opportunity to in-
terview.

Councilmember Pust opined that the current policy indicated a two-tiered
process.

Councilmember Ihlan spoke against the motion, opining that merits of the
process were lacking; and that the process blocked consideration of the pro-
cedure that should be in place and followed.

Councilmember Pust, in response to Councilmember Ihlan, expressed her
willingness to discuss policy further, following the vote for reappointment as
indicated by current policy.

Councilmember Ihlan opined such a discussion would be meaningless fol-
lowing the reappointment as indicated by the motion on the floor.
