Roseville City Council Minutes of 1/29/07 Pg 7 of 38 3.e Approve Janitorial Services Contract Councilmember Kough spoke in support of all contracts going out for bid, specifically including a full maintenance package including peri- odic carpet and window cleaning. Mayor Klausing reiterated the previous comments of Mr. Schwartz that these items were best bid separately for cost-saving considera- tions. Councilmember Ihlan spoke in support of staff recommendation this time; however, noted that in the future the entire contract should be bid out, and to consider if in-house rather than outsourcing should be reviewed. Councilmember Roe suggested staff be prepared to review the possi- ble bidding of the contract prior to the expiration of the contracts final extension period. Klausing moved, Roe seconded, extending the current contract for janitorial services for city facilities between the City of Roseville and Marsden Janitorial Services through February 9, 2009, at a not-to- exceed increase offour percent (4%) per year. Roll Call Ayes: Roe; Ihlan and Klausing. Nays: Kough Abstention: Pust 3.f Approve Twin Lakes Litigation Counsel Mr. Malinen provided a brief review of the City's participation in an insurance pool sponsored by the League of Minnesota Cities Insur- ance Trust (LMCIT) for property and liability coverage. Mr. Malinen advised that, when claims were made against the City, the City for- warded the claim to the LMCIT to determine if coverage was avail- able and to advise of the law firm that is in the best position to defend the City against the claim. Ihlan moved, Kough seconded, that the City hire new independent Counsel from the previously-provided list from the LMCIT.
