<br />Regular City Council Meeting <br />Monday, February 12, 2007 <br />Page 26 of 30 <br /> <br />Further discussion included tax increment financing (TIF)-generated funds <br />that would have been generated by new development to provide gap and in- <br />frastructure financing; use of TIF funds from other districts; existing uses <br />not being required to clean up their properties until a higher use was identi- <br />fied; Hazardous Substance Subdistrict creation; and whether the City could <br />either demonstrate a substantially-like development within the grant cycle or <br />do a development of similar relational nature on a smaller site to retain a <br />portion of the grant funds. <br /> <br />Ms. Radel advised that the contract signed by the City of Roseville with the <br />granting agencies was tied to the grant application as submitted, and tied to <br />Roseville Twin Lakes LLC for job generation, housing unit increase, and of- <br />fice units. <br /> <br />Ihlan moved, Klausing seconded, directing staff to proceed with relinquish- <br />ing the grant funds back to the Metropolitan Council and DEED. <br /> <br />Roll Call <br />Ayes: Kough; Ihlan; Roe; Pust and Klausing. <br />Nays: None. <br /> <br />10. Consider Revised AUAR Agreement with Dahlgren Shardlow and Uban <br />This item was removed from tonight's agenda at the request of staff for fu- <br />ture consideration. <br /> <br />11. Consider Re-Appointments to Advisory Commissions <br />City Manager Bill Malinen briefly reviewed the request for Council direc- <br />tion on the annual reappointment and appointment to the City's advisory <br />commissions; specifically whether to reappoint incumbents, as applicable, <br />and who to interview, with those interviews scheduled for Monday, March <br />5, 2007. <br /> <br />Councilmember Kough opined his preference to interview all applicants, <br />even those being considered for reappointment. <br /> <br />Councilmember Ihlan proposed a process, similar to that used with recent <br />Planning Commission interviews, with incumbents provided with an oppor- <br />tunity to interview with the City Council if they so chose to do so; thus <br />scheduling interview times accordingly.
