City of <br />1� <br />'� <br />`/�„� <br />Minnesota, USA <br />Law Enforcement Functions - 2002 <br />Overall Objectives <br />• Deliver quality police service based on community expectations and law enforcement service standards <br />• Maintain community confidence in the department so as to attract the necessary resources to continue <br />the mission and enhance service delivery. <br />• To create an atmosphere that deters individuals from committing offenses, and to reduce the <br />opportunities for criminal activity. <br />• To investigate reported offenses in an effort to identify and apprehend those responsible <br />• To respond effectively and efficiently to the needs of the public <br />2002 Work Plan <br />The work plan sets out the specific programs we foresee being instrumental in the Law Enforcement <br />function in achieving its overall objectives. <br />• To establish and maintain polices and practices which maximize the Department's ability to recruit, <br />develop, motivate and retain the best officers and staff, and enable those people to maximize their <br />potential <br />• To improve the utilization of personnel ensuring coverage and efficient use of resources <br />• To facilitate and expand the use of available community resources <br />• To improve the ability of personnel to carry out their duties by providing the training necessary. <br />Specific Program- 2002 <br />The following specific programs are expected to be implemented in 2002. <br />• Organize and operate the Sixth Annual Citizens Police Academy. <br />• Work toward police department re- accreditation in 2002 <br />• Career development and rotation for specific job specialties. <br />• Work with the Administration, Council, and Community is an upgrade of physical facilities for law <br />enforcement. <br />• Explore enforcement techniques which may be brought to the 2003 budget for funding. <br />• Develop a case disposition system to allow better tracking of cases allowing more and better <br />information for the public. <br />• Review departmental operations regarding dispatch, summer bike patrol, interrogation team, park <br />cameras, and crime scene response <br />III -3 <br />
