Regular City Council Meeting <br /> Monday,May 21,2012 <br /> Page 36 <br /> Councilmember Johnson asked Ms. Steinwall if the Wal-Mart development <br /> team had found the City of Roseville to be more stringent about design and/or <br /> architectural standards not normally found in a Wal-Mart setting. <br /> Ms. Steinwall responded with a resounding "yes," based on the team's experi- <br /> ence, and noted that Wal-Mart's approach was to achieve 100% compliance <br /> with the City's new Zoning Code which had proven quite particular about de- <br /> sign elements and building orientation, design and parking lot size, and assuring <br /> that the development was more pedestrian friendly and accessible. However, <br /> Ms. Steinwall expressed the team's appreciation for City staff during the pro- <br /> cess, even while being very, very particular in meeting City Code requirements, <br /> while at the same time providing the development team with a great abundance <br /> of details and requirements. <br /> Council Discussion <br /> Regarding Community and Regional Business Zoning designation, Coun- <br /> cilmember Pust referenced a memorandum from the City Attorney's office dat- <br /> ed December 9, 2011 defining CMU designation as a mix of land uses, and CB <br /> as community and regional business in the context of the scale of the customer <br /> base and access to interchanges. Regional Business is defined as free-standing, <br /> large square foot stores, with Community Business defined as business limited <br /> to the local market area including free-standing businesses promoting communi- <br /> ty orientation, smaller than free-standing stores. <br /> Mr. Trudgeon was somewhat in agreement with that summary. <br /> Councilmember Pust opined that size was not generally an issue,but that the en- <br /> tire discussion of the Task Force was the scale of size, with CMU area referred <br /> to as community businesses, not regional business; while other areas in the <br /> Comprehensive Plan referring to regional business. Councilmember Pust <br /> opined that there appeared to be inconsistencies between the Zoning Code and <br /> Comprehensive Plan, and there was to be no conflict between the two. If that is <br /> the case, Councilmember Pust opined that the definition of "official control" <br /> then becomes important. <br /> Mr. Trudgeon admitted that it was a complex issue; but clarified that the Com- <br /> munity Business definition addressed the local market area within a two (2) <br /> mile area of Roseville, and supplying daily needs (e.g. groceries, clothes, and <br /> other household goods), all of which a Wal-Mart would sell. <br /> Councilmember Pust, however, when assessing that interpretation against the <br /> definition of a free-standing, large format store, felt there was general agree- <br /> ment on how they fit together. Councilmember Pust expressed concern that, if <br /> there was any potential for disagreement, there were a lot of citizens who would <br /> also disagree.
