<br />Regular City Council Meeting <br />Monday, March 12,2007 <br />Page 9 <br /> <br />Discussion included monies set aside for the alternatives and priority level <br />within the City's Capital Improvement Plan (CIP), with $1 million in the <br />CIP designated for this project, but with no identified funding source at this <br />time; possibility of looking at signals on Fairview to improve access and exit <br />points, and the City's need to share in the cost of a consultant and study with <br />other agencies; possible benefits or constraints for such signalization and <br />how it would impact traffic and flow; and railroad crossing status and future <br />development and need. <br /> <br />Councilmember Pust thanked staff and the PWET for their work; and opined <br />that this is exactly how the Council's advisory commissions should be util- <br />ized. <br /> <br />Public Comment <br /> <br />AI Sands, 2612 Aldine <br />As a resident of James Addition, Mr. Sands thanked the City Council and <br />staff for their consideration of alternatives; and while noting that the City <br />remained in the same spot as it was 2-1/2 years ago, that didn't indicate the <br />measure of work and study that had gone into this matter. Mr. Sands re- <br />quested that the City Council direct staff to follow-up on the two items sug- <br />gested by Councilmember Ihlan: that of the emergency vehicle access (such <br />as surmountable curbing) and the Fairview stoplights. <br /> <br />After further discussion regarding signalization at Fairview and the City's <br />responsibility in a cost-share for such a study; Councilmember Ihlan re- <br />quested that staff provide cost estimates for such a study, and suggestions for <br />how to get Ramsey County interested in participating in such a study. <br /> <br />8. Consider Roseville Skating Center Bids <br />Parks and Recreation Director Lonnie Brokke provided background infor- <br />mation on the State Bonding Bill granted May 20, 2006, including funding <br />of $500,000 for general improvements/enhancements to the Guidant John <br />Rose Minnesota OVAL. Mr. Brokke reviewed the subsequent Council ac- <br />tion on September 25,2006 authorizing staff to enter into an agreement with <br />Busch Architects, to provide concept plans for the south building entryway <br />addition/improvements and addition/renovation to bathroom facilities near <br />the banquet area; and to advertise for bids for the project(s). <br /> <br />Mr. Brokke provided bid tabulation and descriptions as follows: <br />
