311 At the request of Mr. Maloney regarding the status of the FOR contract for consulting services for <br />312 development of the Third Generation Plan to -date, Chair Miller advised that the contract was closed with <br />313 payment of the final invoice. <br />314 <br />315 Mr. Maloney questioned the status of any other contractual agreements, with Chair Miller asking Mr. <br />316 Petersen to work with him in providing a list of outstanding contracts (e.g. administrative/technical <br />317 services with Mr. Petersen; Recording Secretary Services with Ms. Stowell; RCD for BMP cost -share <br />318 project services) for presentation to the GLWMO Board at their April 2012 meeting. <br />319 <br />320 Action Stews <br />321 At the request of Member Huffman as to an orderly way to distribute cash to member cities, Mr. Maloney <br />322 reported that the JPC, in effect since 1983, dictated a 50/50 share. <br />323 <br />324 Ayes: 4 Nays: 0 Motion carried <br />325 <br />326 Update — Education and Outreach Activities for 2012 (Petersen) <br />327 Mr. Petersen referenced his memorandum in the packet materials dated March 18, 2012 and an <br />328 opportunity to partner with VLWMO on a workshop. Mr. Petersen advised that the expense would be <br />329 nominal and serve to reimburse GLWMO residents attending the event for material fees. In the past, Mr. <br />330 Petersen advised that there had been less than twenty (20) GLWMO constituents attending the <br />331 workshops. Mr. Petersen noted past discussions of the GLWMO Board and its desire to do more toward <br />332 education and outreach efforts. <br />333 <br />334 Member Huffman potential confusion of residents of the GLWMO, attending a worship sponsored by the <br />335 VLWMO, with the potential merger of the GLWMO with the RWMWD. <br />336 <br />337 Mr. Petersen, to make matters even more confusing, advised that the Blue Thumb educational materials <br />338 distributed at the workshops was a publication of the Rice Creek Watershed District (RCWD). Mr. <br />339 Petersen advised that he would be attending, and would clarify issues for any GLWMO residents in <br />340 attendance. <br />341 <br />342 At the request of Member Withhart as to how other WMO's underwrite costs for their constituents, Mr. <br />343 Petersen advised that VLWMO underwrote part of the cost; and recommended that the GLWMO <br />344 participate in the costs (cost of documentation presented at the workshops) since it was relatively a small <br />345 expenditure and could encourage citizen participation. <br />346 <br />347 Motion 12- 0311-05 <br />348 Member Huffman moved, and Member Barrett seconded approval of advertising the upcoming <br />349 workshops to residents of the GLWMO; and to reimburse the VLWMO for the cost of materials for any <br />350 GLWMO residents attending the workshops. <br />351 <br />352 Mr. Maloney questioned how it would possible to confined notice only to GLWMO constituents without <br />353 a direct mailing, since if posted on member city websites, notices would reach any and all member city <br />354 residents. On behalf of the City of Shoreview, Mr. Maloney suggested that no time or effort be spent on <br />355 discerning the actual WMO or WSD of those attending, but as long as the attendance and fee was <br />356 anticipated to be minimal, providing the additional education to any and all residents of the City of <br />357 Shoreview was beneficial. Mr. Maloney suggested just posting the information on respective websites <br />358 even if beyond the GLWMO's geographical boundaries. <br />359 <br />360 Mr. Schwartz concurred, noting Roseville residents could also be geographically located in the Capitol <br />361 Region WSD or Rice Creek WSD, but any educational efforts would be beneficial. <br />7 <br />
