<br />City Council Study Session <br />Monday, March 19,2007 <br />Page 14 <br /> <br />low up on findings and provide independent fiduciary duties, as suggested <br />by the GFOA; and volunteered to serve on such a subcommittee. <br /> <br />Councilmember Roe noted that the City Council was only five people, and <br />only two Councilmembers could serve without a quorum being present; and <br />again opined his support for the full City Council serving as the Audit <br />Committee to allow group discussions, which would serve to institutionalize <br />it as noted by Councilmember Ihlan. <br /> <br />Staff was directed to prepare a resolution for the entire City Council to serve <br />as an Audit Committee; and present it to the City Council for action at their <br />next business meeting. <br /> <br />Finance Director Miller noted that the auditors would be coming within the <br />next few weeks to perform the annual audit; and advised staff would prepare <br />for a pre-audit meeting and open dialogue prior to the audit. <br /> <br />9. Discussion of the Commission Appointment Process <br />City Manager Malinen brought forward discussion on the City Council's <br />process for reappointing Citizen Advisory Commissions; and provided, for <br />reference, Resolution No. 10266 and a matrix developed by staff on recent <br />annual appointment/reappointment processes. City Manager Malinen sug- <br />gested discussion in an attempt to streamline the process. <br /> <br />Mayor Klausing offered his support for the recently-enacted current practice <br />with each Councilmember selecting two people - without ranking - to de- <br />termine preferences and those who emerge as consensus candidates and <br />moving that consensus or discussion and nominations as indicated. <br /> <br />Councilmember Ihlan opined her guarded support for the process, depending <br />on the number of candidates for each vacancy. <br /> <br />Mayor Klausing clarified that recent practice had been that each Council- <br />member submit two names for each vacancy. <br /> <br />Mayor Klausing further addressed Councilmember Ihlan's previously- <br />expressed concerns regarding transparency in the process; with considerable <br />discussion ensuing regarding whether there was value in identifying candi- <br />
