<br />City Council Study Session <br />Monday, March 19, 2007 <br />Page 15 <br /> <br />dates with specific Councilmembers, or whether it was of more value to <br />have consensus support for candidates. <br /> <br />Councilmember Roe noted that he had heard comments from some appli- <br />cants regarding anonymity in the selection process; and didn't have a prefer- <br />ence for identifying candidates with specific Councilmembers, or simply <br />providing preferences by consensus. Councilmember Roe expressed interest <br />in hearing Councilmember Pust's opinion ofthe process at a future meeting. <br /> <br />Councilmember Kough expressed no preference. <br /> <br />Mayor Klausing expressed no preference; but noted that he had been pleas- <br />antly surprised by the consensus achieved in the current practice of each <br />Councilmember choosing two candidates for each vacancy. Mayor Klausing <br />noted that some individual Council concern had been expressed regarding <br />whether to include input from Advisory Commission Chairs; and suggested <br />that Councilmembers submit their candidates with or without including <br />Chairperson preferences; and that staff disseminate that data accordingly. <br /> <br />Councilmember Roe suggested that staff provide the Chairperson recom- <br />mendations to Councilmembers, but not factor them into the count. <br /> <br />Further discussion included encouraging as many people to be involved in <br />serving as possible; and the need to invite opinions of Chairpersons, while <br />not ceding Council votes to them. <br /> <br />Consensus was that before future appointments are made, discussion be held <br />to achieve a consensus on the process for appointments, when the entire City <br />Council is available. <br /> <br />10. Discussion of Non-Motorized Transportation Pilot Program Grant Op- <br />portunity <br />Public Works Director Duane Schwartz presented detailed information on an <br />upcoming grant opportunity for a non-motorized transportation pilot pro- <br />gram, as part of the federal transportation bill (SAFETEA-LU), including <br />four cities across the country, including Minneapolis. Mr. Schwartz noted <br />that the application process encouraged cooperation with other jurisdictions, <br />and allowing connections with cities that directly abut Minneapolis, includ- <br />ing Roseville; and didn't necessarily require a local match of funds. <br />
