<br />City Council Study Session <br />Monday, March 19,2007 <br />Page 16 <br /> <br />Mr. Schwartz provided a map with preliminary identification of possible in- <br />frastructure needs and opportunities that may be successful in the process; <br />and potential routes for Council review; with the corridor suggested specific <br />along Fairview Avenue in Roseville and Falcon Heights, Larpenteur Avenue <br />in Falcon Heights and Lauderdale, Gortner Avenue through the University <br />of Minnesota - St. Paul campus to the dedicated transit way connecting the <br />Minneapolis campus. Mr. Schwartz advised that staff's of each entity were <br />continuing to meet to fine-tune a potential application, and sought Council <br />direction prior to proceeding further. <br /> <br />Discussion included the modal goal of shifting from vehicles to biking and <br />pedestrian traffic; the competitiveness of the grant process; ranking and <br />scoring criteria; grant application due date of April 10, 2007; projects eligi- <br />ble for up to 100% funding; grant funds proposed for use in infrastructure <br />planning and design and creation of a Master Plan for the corridor; convert- <br />ing existing traffic lanes into bike lanes; adjacent community work groups; <br />potential for a new minor future arterial corridor connection; and follow-up <br />for the process to measure success and promotion by the Federal government <br />to promote such modal shifts. <br /> <br />Mr. Schwartz advised that, given the application deadline of April 10, 2007, <br />it would require City Council, through a resolution of support, action at their <br />March 26, 2007 regular meeting. <br /> <br />Councilmember Kough opined his support for extending the Fairview Ave- <br />nue pathway from County Road B to Roselawn and down through Lar- <br />penteur Avenue. <br /> <br />Councilmember Ihlan opined her support of the application and the potential <br />for reality in extending pathways. Councilmember Ihlan questioned if it was <br />possible to seek additional connections further north along Fairview to exist- <br />ing trails as part of this application process due to safety concerns. <br /> <br />Mr. Schwartz supported a minimum extension to the new federal trail on <br />County B-2 by Rosedale; however, cautioned that the application would be <br />viewed from a cost standpoint, and given the competition, it would be im- <br />portant to not be too aggressive or unrealistic. <br />
