Roseville Human Rights Commission
April 18, 2012 - Minutes
Commissioner Doneen moved and Commissioner Brisbois seconded motion to ask staff to send a
notice to the email list about the "Bullied" presentation. Motion prevailed unanimously.
Commissioner Doneen noted a revision to the Planning Committee report to clarify the comments
from Councilmember Bob Willmus.
Commissioner Brisbois wanted to clarify that although the Commission is called the Human Rights
Commission, its purpose is much broader than just human rights. She cited the HRC's purpose
defined in City Code 204.03 which charges the commission with ensuring that our city government
is responsive to all.
Commissioner Groff agreed that the proposed voting amendment is a human rights issue that
discriminates against elderly and low income people.
The book club has been rescheduled to May 7 at Cafe Zia.
Commissioner McKenzie left at this time.
Outreach Committee
Commissioner Wayne Groff reminded everyone of the second elder abuse presentation on April 23
at 3:00 p.m. that the HRC is cosponsoring with the Shoreview Human Rights Commission.
Chair Grefenberg said he received a request from one of the neighboring commissions requesting
another meeting with the Outreach Committee to work together. The Maplewood HRC is seeking
advice on working with their City Council on holding a community meeting. Commissioner Groff
said he would follow up with the Maplewood HRC.
Youth Engagement Task Force
Commissioner Joan Dao said she met with Commissioner Kaying Thao to discuss possible activities
including a "festival of nations" with neighboring human rights commissions.
Other ideas:
• HRC go restaurant hopping as a way to get to know each other and sampling other cultures'
foods,
• fundraising, and
• discussion of religious terminology.
Commissioner Marie Siliciano said the "Likes" on Facebook has dropped off so she asked that staff
send information to the email list letting others know about the Facebook page.
Chair Grefenberg noted that the youth commissioners' terms expire in August. Students are eligible
for reappointment if still living in Roseville.
League of Minnesota Human Rights Commissions (LMHRC)
