<br />Regular City Council Meeting <br />Monday, March 26, 2007 <br />Page 27 <br /> <br />Additional discussion included qualifications of what is considered a busy <br />freeway and comparisons of California and Minnesota vehicle traffic; and <br />existing exposure of residential properties on Gluek Lane to the freeway. <br /> <br />Councilmember Ihlan opined that, from a procedural point, if the Council <br />chose to not rely on evidence presented by neighbors, it should not rely on <br />the hearsay evidence from the KinderCare e-mail. <br /> <br />Roll Call <br /> <br />Ayes: Ihlan and Kough. <br />Nays: Pust; Roe and Klausing. <br />Motion failed. <br /> <br />Klausing moved, Pust seconded, APPROVAL of Resolution No. 10490 enti- <br />tled, "A Resolution Approving a Conditional Use Permit in Accordance with <br />Roseville City Code, Sections 1005.015 and 1013.01, for Kimco Realty and <br />Starbucks Coffee, 1800 Highway 36 Frontage Road (PF 07-009);" allowing <br />the development of a 2,000 square foot stand-alone cafe / coffee shop near <br />the southwest comer of the site, based on comments in Section 5, findings of <br />Section 6, and revised conditions in Section 7 of the project report dated <br />March 26, 2007. <br /> <br />Roll Call <br />Ayes: Pust; Roe and Klausing. <br />Nays: Ihlan and Kough. <br />Motion carried. <br /> <br />9. Consider Appointment of Dean Maschka to the Housing and Redevel- <br />opment Authority <br />Mayor Klausing provided his rationale and background information from his <br />perspective for the appointment to the HRA; and attempted to clarify items <br />recently misrepresented and misinformation purported regarding the process <br />and his selection process for candidates to the HRA. Mayor Klausing re- <br />viewed his interpretation of former Mayor Kysylyczyn's initial HRA ap- <br />pointment process, without input from the City Council as to his criteria or <br />rationale for selecting the appointees. Mayor Klausing clarified his attempt <br />to achieve Council consensus by soliciting applications according to and <br />consistent with normal processes; recognizing the distinctions in State Stat- <br />ute for HRA appointments by the Mayor, with Council approval, unlike <br />other citizen advisory commissions of the City Council. <br />
