<br />Regular City Council Meeting <br />Monday, March 26, 2007 <br />Page 28 <br /> <br />Mayor Klausing opined that he originally advocated for, and continued to <br />support approval of former Councilmember Dean Maschka to the HRA, <br />given his competence, expertise, passion for housing issues and interest in <br />fostering green development in housing issues. <br /> <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn opined that he personally believed that Mayor Klausing was <br />misrepresenting facts; and reviewed his rationale and criteria for the ap- <br />pointment process during his tenure as Mayor. Mr. Kysylyczyn alleged that <br />Mayor Klausing's process was not open, until the rest of the City Council- <br />members insisted; further alleging that Mayor Klausing had "promised" the <br />appointment to Mr. Maschka, as evidenced in a newspaper interview with <br />Mr. Maschka upon his City Council retirement, and prior to an opening on <br />the HF...A. Mr. Kysylyczyn alleged that Mayor Klausing was attempting a <br />"political stunt" to create a seat on the HRA in January to which Mr. <br />Maschka could be appointed. <br /> <br />Mr. Kysylyczyn opined that Mr. Maschka had been an excellent contributor <br />to the HRA, and his issue wasn't with Mr. Maschka, but with Mayor Klaus- <br />ing's "Carl Rove tactics" and "game playing;" and questioned Mayor Klaus- <br />ing's ethics. <br /> <br />Mayor Klausing and Mr. Kysylyczyn briefly disputed their recollection of <br />the process itself. <br /> <br />Klausing moved, Pust seconded, adoption of a Resolution entitled "Resolu- <br />tion Approving Mayor's Appointment of Dean Maschka to the Housing and <br />Redevelopment Authority in and for the City of Roseville;" for a term of <br />five months ending September 23, 2007; and hereby approving a concurrent <br />term of five years ending September 23, 2012. <br /> <br />Councilmember Kough expressed concern that other applicants had not been <br />interviewed; and questioned Mayor Klausing on the process. <br /> <br />Mayor Klausing opined that, while he had agreed to open up the process for <br />applications, he was still confident that Mr. Maschka was the best candidate, <br />
