<br />Regular City Council Meeting <br />Monday, March 26, 2007 <br />Page 29 <br /> <br />and anticipated that the applicants would seek appointment with the next <br />HRA opening. <br /> <br />Councihnember Kough questioned the date Mr. Maschka's application was <br />received; observing that it was after applications closed. Councilmember <br />Kough expressed concern, referencing an e-mail he'd apparently previously <br />received from Mr. Maschka related to a dispute between former Council- <br />member Maschka and Councilmember Kough on an issue of HRA monies <br />being spent on the community visioning process. <br /> <br />Councilmember Ihlan supported reading the document into the record, and <br />volunteered to do so. <br /> <br />Mayor Klausing opined that each Councilmember should vote their individ- <br />ual consciences. <br /> <br />Councilmember Ihlan expressed concern for the process of this mayoral ap- <br />pointment and the vacancy up for appointment now; and attempts to include <br />a concurrent term from 2007 - 2012 at this time; and questioned the ration- <br />ale for appointing in advance, and why the City Council should approve <br />such a process. <br /> <br />Mayor Klausing clarified original misunderstandings in January of 2006, <br />and the length of the unexpired term of Mr. Maschka when his term expired <br />with his retirement from the City Council, as he was then serving as Council <br />Liaison to the HRA; the post now held by Councilmember Pust. Mayor <br />Klausing advised that, in subsequent discussions with the City Attorney, it <br />was appropriate to appoint for the remaining term, and then again for the <br />five-year term from September of2007 - 2012; or to accomplish both at this <br />time, and save time, while maintaining the staggering of terms on the HRA, <br />as per statute. <br /> <br />City Attorney Anderson concurred that, in accordance with State Statute, the <br />Mayor could choose to appoint to fill the term through September of 2007, <br />in conjunction with or separate from the five year appointment from Sep- <br />tember of 2007 - 2012, at his discretion. <br /> <br />Councilmember Ihlan reiterated her concerns with the rationale for the <br />Mayor's appointment process; spoke in opposition to making appointments <br />
