<br />Regular City Council Meeting <br />Monday, March 26, 2007 <br />Page 30 <br /> <br />in advance; and questioned the timing of Mr. Maschka's application after the <br />City Council-approved deadline; and questioned why this was the first time <br />she was seeing the document. <br /> <br />Mayor Klausing advised that the application was received after the applica- <br />tion deadline, due to his interpretation that an application was not needed, <br />given the Council's former relationship with and knowledge of Mr. <br />Maschka's qualifications; and Mayor Klausing not originally requesting an <br />application from Mr. Maschka, given that prior knowledge and history. <br /> <br />Councilmember Ihlan opined her opposition to the process; the proposed <br />length of term; and lack of interviews for the other seven qualified candi- <br />dates; alleging that it made a mockery of the process. <br /> <br />Ongoing debate ensued, with Councilmember Roe suggesting that the City <br />Council have a discussion as to the process at a future Study Session. <br /> <br />Councilmelnber Ihlan spoke in opposition to the motion; opining that such <br />action was inconsistent with the procedural process the City Council was <br />trying to set forth; and further opined that the City Council and the Mayor <br />need to look at appointing some new people to the HRA. <br /> <br />Roll Call <br /> <br />Ayes: Pust and Klausing. <br />Nays: Ihlan; Kough and Roe. <br />Motion failed. <br /> <br />10. Consider Appointments to Advisory Commissions <br />Councilmember Kough advised that he had listened to the interviews via <br />video tape; however, he noted that the tape was of poor quality. <br /> <br />Ihlan moved to defer appointment of the Human Rights Commission va- <br />cancy until after the newest vacancy had been advertised. The motion failed <br />due to lack of a second. <br /> <br />Councilmember Ihlan called for a Point of Procedure; requesting that Coun- <br />cilmembers include their names on their choices; at which point the tallies <br />
