City Council Study Session
Monday, April 16, 2007
Page 16

Councilmember Pust opined that she didn't want to authorize doing
repairs; and agreed that the City Council needed to prioritize all capi-
tal needs, and obtain a ranking from staff of those needs.

Mayor Klausing concurred, in the context of the budgeting process
and setting priorities for capital improvements; however, was suppor-
tive of pursuing a Request for Proposals (RFP) at this time to evaluate
fire stations.

Councilmember Pust was supportive of an RFP; noting that the Coun-
cil may determine that there may be items of even higher priority
found beyond the fire stations.

City Manager Malinen opined that additional information was needed,
and consideration given to the entire Fire Department system, location
of facilities; and property acquisition issues, as well as an evaluation
of the services currently provided and projections for future provision
of services from a broader public safety analysis.

Councilmember Pust reiterated that the RFP pulled together compo-
nents of this project, but didn't take into consideration the overall
capital improvement needs of the City and other priorities.

Councilmember Roe concurred with Councilmember Pust to a certain
degree, that no repairs should be made on Fire Station # 1 at this time;
but opined that he was not prepared to go out for RFP's without hav-
ing a better understanding of what the study would cost and what it
would entail, inclusive of community visioning goals and strategies,
and how all the pieces fit together. Councilmember Roe further
opined that he didn't see that there needed to be a connection between
the current mold situation and the overall future needs of the commu-
nity related to public safety concerns.

Mayor Klausing opined that the mold problem was prohibiting full
use of the facility; and ongoing delays would only continue limitations
for use of the facility.

Councilmember Ihlan opined that an RFP didn't commit the City to
do the study; but that it made some sense to obtain financial informa-
