<br />Regular City Council Meeting Minutes <br />Monday, April 23, 2007 <br />Page 8 <br /> <br />advertent error in the legal description, dedicating Outlot "A" to the <br />City of Roseville, rather than the association, within the Warranty <br />Deed recorded at Ramsey County during 2006. <br /> <br />Councilmember Ihlan sought clarification, and Mr. Stark confirmed, <br />that the designated wetland area would remain park land dedicated to <br />the City. <br /> <br />Councilmember Pust clarified, and Mr. Stark confirmed, that Lot 8 <br />was not buildable, as it was too close to the wetland and provided no <br />street frontage. <br /> <br />Roe moved, Ihlan seconded, authorization for the City Manager to <br />sign the Quit Claim Deed allowing the transfer of the "common area," <br />identified as Lot 8, Block 1, Nature View of Roseville, to the rightful <br />entity, the town home association; with said Quit Claim Deed to be <br />recorded at Ramsey County at the developer's expense. <br /> <br />Roll Call <br />Ayes: Ihlan; Roe; Pust and Klausing. <br />Nays: None. <br /> <br />c. Designation of Local Government Unit (LGU) - Designate the <br />City of Roseville as the LGU for the Northwestern College Envi- <br />ronmental Assessment Worksheet (former Consent Item 7.t) <br />Community Development Director John Stark summarized the staff <br />report dated April 23, 2007, accepting designation as the Responsible <br />Governmental Unit (RGU) for the Northwestern College Environ- <br />mental Assessment Worksheet (EA W); and directing staff to take <br />steps required of an RGU, as stipulated by the Environmental Quality <br />Board (EQB), for reviewing the document and forwarding it to the <br />EQB and other state agencies for their review and comment. <br /> <br />City Attorney Anderson briefly outlined the complicated rationale <br />used by the EQB in determining the RGU when a project crosses ju- <br />risdictions, such as this one shared with the City of Arden Hills. Mr. <br />Anderson noted that part of their rationale would have involved de- <br />termining that the City of Roseville held the majority of permitting re- <br />
