<br />Regular City Council Meeting <br />Monday, May 07, 2007 <br />Page 13 <br /> <br />was continuing to work on an electronic format to link ideas and in- <br />put. <br /> <br />Councilmember Pust opined that, in order to make this a living docu- <br />ment, ways should be found to involve commissions during the devel- <br />opment. Councilmember Pust further opined that the categories on <br />the matrix identified as "external," "City Council," and "all" be re- <br />moved to avoid any inadvertent prioritization before the City Council <br />had their discussions and in order to keep the public and Council in- <br />volved in all aspects rather than a select few. Councilmember Pust <br />opined that she didn't want a document before the public identifying <br />responsible roles until the City Council had a policy discussion. <br />Councilmember Pust further opined that the entire community has a <br />role in the strategies and goals; and asked Mr. Malinen to take that <br />perspective into the next Department Head meeting. <br /> <br />Councilmember Roe supported the process at a staff level, that all get <br />to insert their personal and department thoughts, programs and ideas; <br />then later incorporate all of them back into the original document. <br />Councilmember Roe suggested this would also be conducive to link- <br />ing the document to the web site for community involvement. <br /> <br />Councilmember Pust requested that each Councilmember receive an <br />electronic copy of this matrix; but suggested holding the document for <br />public consumption until it was further refined by the City Council <br />and staff. <br /> <br />Councilmember Roe opined that each item had ways to involve the <br />community and the City Council in the comment process and deter- <br />mining current procedures or revision. Councilmember Roe opined <br />that the document needed further refinement before it got published to <br />the community; that it still needed some steps by staff and the .City <br />Council, and then the Council should encourage involvement from the <br />community when the document was further developed. <br /> <br />Mayor Klausing opined his desire to have advisory commissions work <br />on the document; however, cautioned that the Council needed to set <br />policy as the elected body, following input and suggestions from <br />commissioners, and not having the commissions set their own policies <br />and agendas for the City. <br />
