<br />Regular City Council Meeting <br />Monday, June 11,2007 <br />Page 25 <br /> <br />a decision on an Environmental Impact Study (EIS) within 15 busi- <br />ness days, but that upon request to the Environmental Quality Board <br />(EQB) Chair, the RGU could request a 15-day extension to allow a to- <br />tal of six weeks for review; and recommended that the City Council so <br />direct staff to seek the additional time from the EQB. <br /> <br />Councilmember Ihlan questioned staffs assumption and rationale that <br />the City Council would be issuing a negative declaration on the EIS. <br /> <br />Mr. Anderson clarified that this was the applicant's submitted time ta- <br />ble, and wording submitted by the applicant, and therefore their pre- <br />sumption. <br /> <br />Mr. Stark noted that this would be the presumed action unless the <br />Council found otherwise. <br /> <br />Councilmember Ihlan provided her rationale for initially requesting <br />the schedule to ensure that adequate time was provided for public <br />comment, and to provide adequate time for City Council discussion. <br />Councilmember Ihlan expressed concern with final City Council ac- <br />tion on the PUD and declaration on the EIS scheduled for the same <br />meeting on July 23, 2007; and opined that this wouldn't allow time <br />for public comment, noting additional discussion and public comment <br />on traffic study and mitigation issues, and the need for a recommenda- <br />tion from the neighborhood. <br /> <br />Mayor Klausing sought an alternative proposal from Councilmember <br />Ihlan. <br /> <br />Councilmember Ihlan opined that she had no problem with taking ac- <br />tion on the EA W on July 23, 2007; however, she would like to delay <br />action on the PUD until August. <br /> <br />Discussion was held regarding normal land use deadline considera- <br />tions; and City Attorney Anderson's interpretation of land use case <br />law, and the process stopping during the EA W review period. <br /> <br />Staff was requested to look into the actual dates, clarify the time- <br />frame, and so notify the City Council, at which time the City Council <br />
