<br />Regular City Council Meeting <br />Monday, June 11,2007 <br />Page 33 <br /> <br />staffs cumulative rankings were completed, with three teams felt to <br />be qualified to present proposals: Bonestroo, HKGI, and SRF. <br /> <br />Mr. Stark noted that staff had prepared and included in tonight's <br />packet, a draft Request for Proposals (RFP) for Council review and <br />comment. Mr. Stark clarified, for public information and disclosure <br />purposes, that the firm of Bonestroo incorporated the firm formerly <br />known as DSU. <br /> <br />Discussion included clear, consistent demarcations between the top <br />three firms and other contenders; supermajority vote for comprehen- <br />sive plan changes and recognition that proposed individual Council- <br />member action items would seek that supermajority, rather than at- <br />tempting to pursue changes with only a 3/2 vote; clarification of <br />Council direction to staff regarding the RFQ process, with no formal <br />vote taken; and interpretation of staff assumptions on those sections <br />needing rewriting versus seeking recommendation of the proposing <br />firms. <br /> <br />Councilmember Ihlan opined her lack of support for needing th~ ex- <br />tent of the scope of services outlined by staff; suggesting a much less <br />extensive update to meet 2008 deadline requirements. Councilmem- <br />ber Ihlan further opined that the RFP needed to clearly reflect individ- <br />ual Councilmember comments, not just staff recommendations. <br /> <br />Mayor Klausing noted that the Council had held discussions on the <br />extent of the review, with the Council seeking a more intermediate <br />level of review as their preferred option; and recognized the process <br />needing a 4/5 vote for any changes. Mayor Klausing spoke in support <br />of staff s selection of the three recommended firms. <br /> <br />Additional discussion included the use of the staff-recommended <br />"cafeteria" approach to the proposals; and the actual submission to the <br />Metropolitan Council. <br /> <br />Councilmember Roe opined that the intent of the proposed rewrite <br />was not to change the content as much as to change the presentation <br />of the content. Councilmember Roe recognized that the community <br />visioning process may have created some potential content changes, <br />
