<br />Regular City Council Meeting <br />Monday, June 11,2007 <br />Page 34 <br /> <br />the majority of the rewrite was intended as an effort to represent the <br />existing information to make it more useful to residents, developers <br />and the Metropolitan Council. <br /> <br />Mr. Stark concurred with Councilmember Roe's observations; citing <br />the example of the Economic Development section being full of cita- <br />tions from organizations that no longer exist, making rewrite of that <br />section alone more about form than content. <br /> <br />Councilmember Ihlan reiterated her intent to focus on those updates <br />needing to be completed in 2008; and opined her lack of support at <br />this point in going further than necessary; creating a potential "train <br />wreck" of unnecessary consultant time and money that attempts sub- <br />stantive changes without 4/5 vote support; and again opined her sup- <br />port of only those technical updates necessary without pushing into <br />areas where there is no Council consensus. <br /> <br />Mr. Stark opined that it was his duty to advise the City Council on <br />good technical, planning and administrative steps; but noted that it <br />was up to the City Council to determine their political feasibility. <br />Mayor Klausing reiterated that he didn't intend to waste time seeking <br />3/2 vote items; but sought to get an updated Comprehensive Plan to <br />the Metropolitan Council that met the City's compliance provisions. <br /> <br />Klausing moved, Pust seconded, approval of the selection of the three <br />firms of Bonestroo, HKGI, and SRF as qualified consulting teams and <br />directed staff to seek full proposals from these teams. <br /> <br />Roll Call <br />Ayes: Kough; Pust; Ihlan; Roe and Klausing. <br />Nays: None. <br /> <br />Klausing moved, Pust seconded, approval of the language of the draft <br />Request for Proposals as presented. <br /> <br />Councilmember Ihlan reiterated her concerns and lack of support of <br />the draft document as it now stands; opining that it needed to include <br />varying degrees for various components. <br />
