<br />Regular City Council Meeting <br />Monday, June 11,2007 <br />Page 36 <br /> <br />ess, they could act to adopt it by resolution, similar to other recently- <br />adopted budget policies, to build greater structure and discipline <br />through the process for future years. <br /> <br />Mr. Miller reviewed the proposed significant steps: preliminary dis- <br />cussion of City programs and services; followed by Council discus- <br />sion of goals, strategies and priorities; a Council deadline for individ- <br />ual Councilmember submission of budget suggestions or requests; <br />staff report on Council budget suggestions or requests; presentation of <br />the City Manager recommended budget; Council discussion of that <br />budget; and adoption of the preliminary budget and property tax levy; <br />and Council deadline for submitting amended budget suggestions or <br />requests. Main provisions of this process would be submission by <br />Councilmembers of their initial suggestions or requests in writing at <br />the July 23, 2007 Council meeting; prohibition of additional proposals <br />after that date in the preliminary or final budget, unless approved by <br />the Council majority; and establishing an October 15, 2007 deadline <br />for submitting written amended budget suggestions or requests on <br />those proposals submitted prior to the original July 23, 2007 deadline. <br />Mr. Miller advised that this would allow staff time to evaluate impacts <br />to the budget and other services, department-specific and city-wide <br />impacts of those proposals, and prevent negotiation from the bench at <br />the eleventh hour prior to final budget adoption. <br /> <br />Councilmember Kough expressed his ongoing interest in pursuing a <br />motorcycle patrol for the City in an effort to reduce vehicle expenses. <br /> <br />Mayor Klausing spoke in support of the definite drop dead date ofOc- <br />tober 15th. <br /> <br />City Manager noted the line item for initial Council deadline for sub- <br />mitting Budget suggestions or requests for July 23,2007, allowing for <br />more interactive conversation and action between the City Council <br />and staff. <br /> <br />Councilmember Pust observed that individual Councilmembers would <br />need to be on their honor, and if agreeing to the deadline date, they <br />would need to adhere to it, unless there was majority support of devi- <br />ating from the process.
