<br />2. Signs Conflicting With Traffic Signals: No sign shall be erected that, by reason <br />of position, shape or color, would interfere in any way with the proper functioning <br />or purpose of a traffic sign or signal. All displays shall be shielded to prevent <br />light from being directed at oncoming traffic in such brilliance as to impair the <br />vision of any driver. This includes indoor signs which are visible from public <br />streets (also see Section 1009.02A42). <br /> <br />D. Placement of Signs: Signs are subject to all height and setback requirements listed in <br />Section 1009.05 and 1009 .08 (charts) of this Title and in no case shall a building sign <br />extend above the height of a building to which it is attached or be placed on the roof of a <br />structure. Signs shall not be permitted within the public right of way or easements except <br />on benches and shelters which have received permits as per Section 703.05 of this code, <br />and newspaper and cabstands, all of which shall be as governed by Chapter 901 and <br />Section 703 of this code. City, county and state traffic directional signs are permitted. <br /> <br />1009.03 <br /> <br />PERMITS <br /> <br />A. Required: A sign permit is required prior to the improvement, erection, construction, <br />enlargement, alteration or repair of any sign unless exempt hy this Chapter. <br /> <br />. 1. Permanent Sign: <br /> <br />a. Permit Required: A permit is required for all permanent signage, <br />including those approved through the Master Sign Plan process. <br /> <br />2. Governmental Signs: Except for traffic related signage, all permanent city, or <br />other governmental unit signage including flags must be approved by the City <br />Council. <br /> <br />3. Temporary Signs: <br /> <br />a. Permit Required: Permits for temporary signs, grand opening signs, <br />special event signage and other attention getting devices may be issued for <br />searchlights and/or balloons not exceeding 2 feet in the largest dimension, <br />tents, laser light shows and similar attention getting devices. Temporary <br />signs shall not include banners. <br /> <br />b. Removal: During any calendar year, temporary signs, grand opening <br />signs, special event signage and other attention getting devices may be in <br />place no more than 12 days, except institutional uses which shall be <br />allowed for no more than 30 days. <br /> <br />- 10 - <br />
