Authorize Re-Bid of Expired Bid for Site Work/Utilities for Fire Station <br /> Bid Package#1 <br /> At the request of Mayor Roe, City Manager Malinen briefly reviewed the re- <br /> quested action on the RCA dated July 16, 2012. Due to continued delays with <br /> litigation, City Manager Malinen advised that the contractor was unable to ex- <br /> tend their bid without significantly increasing the cost of their contract; and ac- <br /> cording to provisions included in the bid package through a change order, staff <br /> recommended re-bidding the contract for site work and utilities. <br /> At the request of Councilmember McGehee, City Manager Malinen clarified <br /> that the original bid was based on materials available for the project at literally <br /> no cost; however, in the ensuing months and ongoing delays, those materials <br /> had been used elsewhere on other projects. City Manager Malinen estimated <br /> the additional cost was between$20,000 to $25,000. <br /> At the request of Councilmember McGehee, City Manager Malinen clarified <br /> that the rebidding was specific to the contract for site/earth work, utilities,build- <br /> ing foundation and paving all under one (1) contract. This was confirmed by <br /> Fire Chief Tim O'Neill in the audience. <br /> Councilmember McGehee expressed concern that the original comments of Fire <br /> Chief O'Neill promised that the referendum would serve as a back-up plan; <br /> however, was now not possible. Councilmember McGehee opined that if a ref- <br /> erendum had proceeded back in April, it could have gone forward without the <br /> need to rebid. Councilmember McGehee opined that the City Council had not <br /> done a good service by their Fire Chief in providing a proper flow of resources <br /> by refusing to have a referendum on this item. <br /> McGehee moved, Johnson seconded authorizing the Fire Department to seek re- <br /> bids for site work and utilities as outlined in Bid Package#1. <br />
