Regular City Council Meeting AND <br /> Board of Adjustments and Appeals <br /> Monday,July 16, 2012 <br /> Page 19 <br /> Councilmember McGehee opined that, since this is a new business, but the City <br /> Council was attempting to be uniform in its policy with the potential of more <br /> taprooms coming into Roseville, it seemed that having an operating window <br /> from 8:00 a.m. to 10:00 p.m. should provide enough time to accommodate cus- <br /> tomers and the applicant for this business plan. Councilmember McGehee <br /> opined that this provided a more concise schedule for Police Department en- <br /> forcement as will through a uniform effort. <br /> At Mayor Roe's prompting, individual Councilmember input for hours of opera- <br /> tion at this point was as follows: 10:00 a.m. to 10:00 p.m. (Councilmember <br /> Johnson) and8:00 a.m. to 10:00 p.m. per State Statute (Councilmember <br /> Willmus). Councilmember Johnson compromised and concurred with the sug- <br /> gested hours of operation of Councilmember Willmus in accordance with State <br /> Statute: 8:00 a.m. to 10:00 p.m. <br /> Mayor Roe declared a consensus for hours of operation from 8:00 a.m. to 10:00 <br /> p.m. <br /> Regarding seating capacity regulations or square footage restrictions presented <br /> by Mayor Roe, Councilmember McGehee opined that she saw no need for any <br /> restrictions. <br /> Councilmember Johnson, related to seating capacity stipulations, opined that he <br /> was leaning toward having no restrictions, since it was indicated in the business <br /> model to get people in and out as fast as they could and not encourage loitering. <br /> Councilmember Johnson questioned what enforcement controls the City would <br /> have in that regard anyway. <br /> Mayor Roe concluded a consensus that the City ordinance would have no ca- <br /> pacity and/or square footage restrictions. <br /> Regarding dancing, Councilmember McGehee opined that her only concern <br /> would be in any potential disturbance for other residential or business property <br /> around an establishment, even though the location of this establishment created <br /> a non-applicable situation. <br /> Councilmember Pust spoke in opposition to having any regulation regarding <br /> dancing or music, opining that she couldn't remember the City having to ad- <br /> dress such a problem in the past, and questioning the role of government in get- <br /> ting involved in such an issue in the first place, by dictating a decibel level or <br /> play list. <br />
