4.3 Groundwater Protection <br />Unlike surface water resources, which can be managed within well defined and limited <br />physical boundaries, groundwater is a natural resource feature of large geographic areas. For <br />this reason, groundwater must be managed by a local governrnent agency that has authority <br />outside of the City's jurisdiction. In Ramsey County, the Ramsey Conservation District has <br />been delegated the responsibility to write and administer the Ramsey County Groundwater <br />Protection Plan. Because drinking water in the City is provided by the St. Paul Regional <br />Water Service and the City does not own any public water supply wells, the City has not <br />prepared a Wellhead Protection Plan. <br />Table 9 <br />Goal 3 — Groundwater Protection <br />.. <br />- . .. . . . . <br />Polic No. <br />Goal 3: Groundwater Protection — Policies <br />1 <br />The City will follow the Minnesota Department of Health's (MDOH) guidance <br />on evaluation of stormwater infiltration projects invulnerable wellhead <br />protection areas (WHPAs) and drinking water source management areas <br />(DWSMAs) to determine if infiltration practices are appropriate. <br />2 <br />The City acknowledges the potential for stormwater infiltration practices to <br />mobilize soil contaminants and shall support alternate volume reduction <br />practices in areas of known or suspected soil contamination. <br />3 <br />The City will cooperate with Ramsey Conservation District to develop and <br />revise land -use regulations as necessary in DWSMAs to protect drinking water <br />and public health. <br />4 <br />The City shall encourage Low Impact Development (LID) to minimize <br />imperviousness and promote naturally occurring groundwater recharge. <br />4.4 Public Education and Outreach <br />Public involvement and outreach is a strategy and an effort that recognizes people want to be <br />involved in decisions that affect any facet of their life.
