Mr. Beahrs questioned the intent of the spirit of <br />the law and the entxapment process used in the sting operations using <br />undercover artificial stimulations. Mr. Beahxs noted that he was sup- <br />portive of unannounced inspections andlor observation by uniformed <br />or undercover police officers; and requested the Ci�ty Council recon- <br />sider their current program. Mr. Beahrs opined that the current pro- <br />gram has become highly politically trendy, and proprietors needed to <br />be treated with respect and not presumed criminals subject to harass- <br />ment. <br />13 Councilmember Kough questioned if Mr. Beahrs participated in com- <br />14 pliance training for himself and his staff. Councilmember Kough ad- <br />15 vised that it was the Council's intent that no sales of tobacco or alco- <br />16 hol products were made �o min.ors. <br />17 <br />18 Mr. Beahrs responded affirmatively ihat they did participate in train- <br />].9 ing; and assured the City Counci] that if they observe suspicious activ- <br />20 ity ouiside or inside their store, they refuse them service. Steve Burwell, 2482 N Alberf, Proprietor of Fairview Wine & <br />Spirits <br />Mr. Burwell noted that he and his �amily had been in business for over <br />twenty-two (22) years, and had been before the City Council numer- <br />ous times to defend the industry. Mr. Burwell acknowledged that last <br />Wednesday afternoon, the Roseville Police Department conducted its <br />first of two annual compliance checks and he had been on duty, and <br />he didn't card the indzvidual. Mr. Burwell offered his profixse apolo- <br />gies to the City Council, made no excuses for not having followed <br />procedure, and assured the Council that he was "eating crow," and <br />would make every effort in the future that this wouldn't happen again. <br />Mayor Klausing thanked Mr. Burwell for his comments, and assured <br />Mr. Burwell that he was confident of his integrity and diligence. <br />c, Randy Neprash, 1276 Eldridge Avenue <br />
