City Council Study 5ession <br />Monday, July 16, 2007 <br />Page 4 <br />1 Mr. Johnson noted that this work of art display was very unique and <br />2 tastefully installed at the axboretum, and was mal�ng a significant im- <br />3 pact on the art community. <br />4 <br />5 Mr. Johnson provided a Bench Handout, attached hereto and made a <br />6 part thereof, reviewing the department's accomplishments from 1993 <br />7 to preseni; noting that the City's park acreage had increased from 504 <br />8 to 6$D acres, but that Park Improvement funds were reduced a total of <br />9 forty percent {40%) in the last four (4} years. <br />10 <br />11 <br />12 <br />13 <br />Mr. Johnson opined that the City's park system was a remarkable as- <br />set for residents. <br />14 Mr. Johnson reviewed specific agenda items developed by the Com- <br />15 mission �or tonight's meeting, asking that the City Council take this <br />16 discussion under consideration as they develop the 2008 budgefi. <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />1) Parks & Recreation maintenance and improvement re- <br />sources inadequaie to meet the demands and expectations of <br />the community — as verified by Ymagine Roseviile 2025 <br />Mr. Johnson thanked the City Council for the $25,000 increase <br />in the 2007 budget; however, he noted ihat with the 38.5% de- <br />crease in the OVAL budget, they were left with a deficit. <br />25 Mr. Johnson opined that he had accepted the challenge of <br />26 Councilmember Pust to identify revenue sources, and provided <br />27 his interpretation of th�ee (3} alternatives for additional funding: <br />28 a} Addition of an endowment fund for park improvements <br />29 similar to the City's Pavement Management Plan {PMP) <br />30 with interest on reserved funds being available far the de- <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />partment; <br />b) Bond referendum to be used for parks. Mr. Johnson pro- <br />vided his calculations on the impact of such a re�erendum on <br />homeowners on an annual basis. Mr. rohnson sought clarifica- <br />tion from staff and the City Council as to whether bond fiznds <br />could be used for increased staff for the d�partment, or if only <br />for capital improvement projects. <br />c) Tax Levy increase taxes. Again, Mr. Johnson provided his <br />calculations on the impact to the average taxpayer on a monthly <br />
