Mr. Johnson noted the emotional support ex- <br />2 pressed by residents in �heir recent comments during the Imag- <br />3 ine Roseville 2025 process. <br />4 <br />5 Mr. Johnson repeatedly recognized the difficult balance re- <br />6 quired and challenges of the City Council in meeting every de- <br />7 partment's needs; however, he also recognized the apparent <br />S public support a.nd ownership for the City's park system and <br />9 their desire far it to improve and not deteriorate. <br />10 <br />11 Mr. Johnson, from a business perspective, opzned that the cur- <br />12 rent equipment was about to compromise the integrity of the <br />I3 business; and asked that the department's capital stock be <br />14 viewed as an enterprise, and not be politically driven. <br />15 <br />16 Mr. Johnson advised that it was the consensus of the Parks and <br />17 Recreation Commission that those three (3} options were what <br />1 S needed to be considered by the City Council in order to main- <br />19 tain existing structures, equipment and facilities. Mr. Johnson <br />20 opined that it was also the consensus of the Commission that <br />21 what was needed for the Rosevil�e park system was to improve <br />22 "branding" consistencies and maintain e�sting facilities; that <br />23 new structures weren't needed, including the proposed commu- <br />24 nity cenier. Mr. Johnson advised that the public's message dur- <br />25 ing the visioning process was loud and clear that the City <br />26 needed to take care of what we have. <br />27 <br />28 Discussion among Commissioners and Councilmembers in- <br />29 cluded: the concepf of an endowment fund and discretionary <br />30 appropriation of such a iund; potential voter support of a bond <br />31 issue and removing pressures from other areas with confined <br />32 uses of bond funds; and vociferous and consistent public com- <br />33 ments and perceptions of ihe deterioration of existing equip- <br />34 ment, structures and/or �acilities. <br />35 <br />36 Councilmembex Kough suggested the possible sale some golf <br />37 course property for town home development as a way to gener- <br />38 ate funds. <br />39 <br />
