City Council Study 5ession <br />Monaay, Ju�y i6, �oa� <br />Page b <br />1 Mr. Johnson advised that would be a more appropriate discus- <br />2 sion for the City's Housing and Redevelopment Authority <br />3 (HR�), and in conjunction with Park Master Plans, depending <br />4 on Iocations. <br />5 <br />6 Further discussion included programmed park space versus <br />7 open space; ongoing available and potential assistance from <br />8 various recreation associations and their proactive dedication of <br />9 time, monies and efforts to subsidize th� City's park system; in- <br />10 creasing uiilization of fields (open space}; potential for and cost <br />11 of low-maintenance tur�; and in-kind monies and/or labor main- <br />12 tenance normally provided by the City. <br />13 <br />14 Commissioner Roe, with consensus of remaining Councilmem- <br />15 bers, noted the need for more prioritization of needs in the parks <br />16 system by the Commission to address the most urgent needs. <br />17 <br />1 S Mr. Johnson emphasized that the department was losing <br />19 ground, and anticipated that the Park Improvement Fund would <br />20 need an annual $75,000 to maintain exisiing facilities and <br />21 equipment. Mr. Johnson recognized the tough choic�s faced by <br />22 Parks and Recreation Director Lonnie Srokke; and [re-] <br />23 <br />24 2) Imagine Roseville 2025 = Discuss Commissions' Role <br />25 Mr. �ohnson commended the City Council on their acceptance <br />26 of the Imagine Roseville 2025 final report; and enthusiastica�ly <br />27 supported the merits of the process, the repart, and empower- <br />28 ment granted to ciiizens in providing input into their commu- <br />29 nity. Mr. Johnson noted the challenge to implement that vision; <br />30 and sought City Council direction to the Commission in how <br />31 they could assist. <br />32 <br />33 City Manager Bill Malinen noted the daunting task staff had <br />34 undertaken in developing the specific and department-wide or <br />35 department-specific program goals provided to the City Council <br />36 tonight in a later agenda item. Mr. Malinen noted that regular <br />37 �eedback and input from Advisory Commissions would be wel- <br />38 come, following a review of the first draft by the City Council, <br />
