1 <br />2 <br />3 <br />4 <br />5 <br />5 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />City Councii Shidy Session <br />Monday, ,�uly I6, 2007 <br />Page 19 <br />Councilmember Ihlan expressed further concern regarding approving <br />future enrollment numbers without any input on panning or land use <br />issues. <br />Additional discussion included various traffic analyses and parking <br />impact studies; stormwater impacts, methodology and modeling; pro- <br />posed traff c mitigation measures, specifically at Fairview and Lydia <br />and Snelling and Lydia and their feasibility and the college's pro-rated <br />share of the cost of phased improvements and mitigation measures; <br />emergency access; and the applicant's adherence to the process out- <br />lined by current City Code. <br />13 Councilmember Kough expressed concern as a recipient of ongoing <br />14 and continuing parking issues around the college and impacts to the <br />15 neighborhood. <br />15 <br />17 Mr. Lindgren and Mr. Humphries expressed hope that the construc- <br />18 tion of the parking structure would alleviate that by providing addi- <br />19 tional parking on site; and also noted that the college attempted to ad-- <br />20 dress parking concerns by restricting which s�udents were allowed to <br />21 have personal vehicles, and by providing on-campus parking. <br />22 <br />23 Councilmember Pust asked if the applicani had explored an "emer- <br />24 gency access only" with the City of Arden Hills on the north side of <br />25 fhe campus. <br />26 <br />27 Mr. Lindgren advised that the City of Arden Hilis' xesponses to-date <br />28 had been very adamant; that the Lake �ohanna Volunteer Fire De- <br />29 partment, who services Arden Hills, had reviewed the proposal, but <br />30 that option had not been explored. <br />31 <br />32 Councilmember Ihlan expressed concern with the EAW responses be- <br />33 ing d7rafted by the College-reta.ined consultant, TKDA, rather than <br />34 City-retained consultants. <br />35 <br />36 Councilmember Ihlan expressed concern that this application was not <br />37 being processed similar to the expansion of the Rosedale Shopping <br />38 Center, with the City providing outside consulting services for review <br />39 of that plan. <br />
