Mr. Paschke advised that staff was reviewing responses and would also review the college consuitant's responses; and advised that for the Rosedale expansion, there was no consultant review other than for traff c analysis, as per standard operating practice of the City. 10 City Engineer Deb Bloom confirmed that the City had hired SRF 11 Consuiting Engineers to review the traffic analysis for the Rosedale 12 expansion and the Northwestern College projects. 13 14 ]. 5 16 17 18 19 20 21 22 23 24 25 26 Councilmember Pust clarified that a different process was followed for the Rosedale expansion, as an EAW was not required. Councilmember Ihlan questioned whether the City had a policy to re- view EAW's. Mr. Paschke advised that the process was governed by State law, based on the comments provided to the EAW, with the City as the Re- sponsible Government Unit (RGU) de�ermining the need for an Envi- ronmental Impact Statement (EIS) based on those comments, or if mitigat�d by the applicant and staff working through those details in the PUD Agreement. 27 Mayor Klausing paused discussion at this point, noting the lateness of the hour, 28 and ihe City Council's self-imposed deadline of 10:00 p.m., seeking Council con- 29 sensus for extension of ihe curfew and order of discussion. 30 31 32 33 34 35 36 37 38 39 Councilmember Pust observed that Council Rules dictated extension of time to and whether to consider new topics to a time certain.
