1 <br />2 <br />3 <br />4 <br />City Council Study Session <br />Monday, July 16, 2007 <br />Page 29 <br />Councilmember Kough noted his init�ation of the City's HRA, and the <br />Mayor's appoin�ment-making role for that Commission. <br />5 Discussion ensued as to process, existing policy, Councilmember <br />6 Roe's offer to draft a resolution, with Council consensus, to clarify the <br />7 HRA appointment process, pursuant to State Statute. <br />S <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />Mayor Klausing expressed his prefer�nce on HRA appointments that <br />he make conta.ci with a candidate to deternune their willingness to <br />serve, his advising Council to seek consensus on the appointment, <br />then following the normal appointment process. Mayor Klausing <br />opined that there were other good policy questions to consider: the <br />number of City Council members serving on the HRA; continuity of <br />Council and HRA relationships and communications. <br />17 Councilmember Pust referenced a recent e--mail from former HRA <br />18 Executive Director Kathy Bennett related to whether the City Council <br />19 could dictate process or set term limits. Councilmember Pust opined <br />20 that further discussion was necessary on a broader scope regarding the <br />21 HRA and other Commissions and voting positions or liaison positions <br />22 by the Council. Councilmember Pust opined that there appeared to be <br />23 a lack of connection between advisory commissions and the City <br />24 Council, and she was �.nterested in improving that communzcation for <br />25 interna� and external bodies. <br />26 <br />27 Mayor Klausing provided a brief history of problematic issues when <br />28 Councilmembers served as liaisons on advisory commissions and per- <br />29 ceptzons of the Council's role and independence of commissions. <br />30 <br />31 Councilmember Ihlan, when asked for comment by Mayor Klausing, <br />32 opined that there had been no vote to discuss this item and that there- <br />33 fore, it should not be taken up for discussion by the City Council at <br />34 this time. <br />35 <br />36 <br />37 <br />38 <br />39 6. <br />Councilmember Roe expressed his apprec�ation for the Council's in- <br />put in drafting a resolution for future considerafion. <br />Counci�member-Initiated �tems for Future Meetings <br />
